تحلیل مضمون نقش شبکه‌های اجتماعی در پیشبرد سیاست‌گذاری علم و فناوری ایران

چکیده
در عصر اطلاعات، شبکه‌های اجتماعی به عنوان بستری نوین برای تبادل دیدگاه‌ها و شکل‌دهی به افکار عمومی، نقش مهمی را در سیاستگذاری علم و فناوری ایفا می‌کنند. این مقاله با رویکرد تحلیل مضمون و بهره‌گیری از روش کیفی، به بررسی نحوه تأثیرگذاری شبکه‌های اجتماعی بر فرایند سیاستگذاری علم و فناوری در ایران پرداخته است. داده‌های پژوهش از طریق گردآوری و تحلیل محتوای پست‌ها، توییت‌ها و دیدگاه‌های کاربران، سیاستمداران و نهادهای علمی در شبکه‌های اجتماعی (مانند: توییتر، اینستاگرام و تلگرام) گردآوری شد. براساس یافته‌ها، شبکه‌های اجتماعی با ایجاد فضای تعاملی و مشارکت‌جویانه، امکان ارتباط مستقیم بین جامعه علمی و سیاستگذاران را فراهم کرده و می‌توانند گفتمان علم را به اولویت عمومی تبدیل کنند. همچنین این فضاها به‌مثابه ابزار فشار از پایین به بالا عمل کرده و ظرفیت نظارت عمومی بر سیاستگذاری را افزایش می‌دهند. این مقاله با ارائه چهارچوبی مفهومی برای تبیین مسیرهای اثرگذاری شبکه‌های اجتماعی بر سیاستگذاری علم و فناوری، به شکاف‌های موجود در ادبیات موضوع نیز پاسخ داده و زمینه پژوهش‌های آتی را فراهم می‌کند.

Thematic Analysis of the Role of Social Networks in Advancing Iranian Science and Technology Policymaking

چکیده English

In the information age, social networks play an important role in science and technology policy-making as a new ground for exchanging views and shaping the public opinion. Using thematic analysis approach and enjoying qualitative method, this article examines how social networks affect the science and technology policy-making process in Iran. Research data was collected by collecting and analyzing the content of posts, tweets, and views of users, politicians, and scientific institutions on social networks (such as Twitter, Instagram, and Telegram). Based on the findings, social networks enable direct communication between the scientific community and policymakers by creating an interactive and participatory space, and can turn science discourse into a public priority. These spaces, also, act as a tool for bottom-up pressure and increase the capacity for public oversight of policy-making. By providing a conceptual framework to explain the paths of influence of social networks on science and technology policymaking, this article also responds to the gaps in the literature on the subject and provides the basis for future research.
